Model ordinance and threshold requirements in effect


All Washington cities that issue general business licenses must comply with a new model ordinance and revenue threshold as of January 1, 2019 (RCW 35.90.080).

Cities adopted standard definitions of “Engaging in Business”, as well as one of two options for an exemption for certain businesses located outside a city’s limits.

Out-of-city-limits businesses – or “non-resident” businesses – that have a yearly in-city gross income equal to or less than $2,000* are either:

  1. Exempt from city’s general business license requirements; or
  2. Required to register for a no-fee city license.


BLS supports this process for its partner cities.

*This is the minimum amount of the threshold. The amount may be set greater than $2,000 if adopted by the city.
