BLS Partner Post - August 2021 Update

Proclamation 20-20 will end September 30, 2021

What’s happening?

The state Business Licensing Service (BLS) is planning for the end of the Governor’s Proclamation 20-20, which granted the Department of Revenue (Revenue) authority to waive the BLS’ delinquent penalty fee during the proclamation effective dates. Once ended, BLS will still waive penalties for renewals that expired during the effective time period of February 29, 2020, through September 30, 2021, cease dates.

What to expect

Stop penalty and interest indicator

  • On October 1, 2021, the indicator will be removed from accounts that expired prior to February 29, 2020.
  • Until December 31, 2021, the indicator will remain on accounts that expired February 29, 2020, through September 30, 2021.

Customer communication

  • For accounts with endorsements that expired prior to the Proclamation, a message will display in My DOR suggesting customers contact Revenue to see if they qualify for a delinquent penalty waiver.
  • Delinquent renewal letters will resume in November 2021.

Auto-termination

  • The auto-termination process was temporarily suspended during Proclamation 20-20. Endorsements that would have been terminated are currently “expired” but remain active in the system.
  • Auto-termination will resume on January 5, 2022
  • If any endorsement(s) on the account are still active after the auto-termination process has run, a new license is mailed out.

BLS welcomes several Columbia Basin communities

Hops, hash browns, Hollywood, and hydropower. New BLS partners have connections to all of these and more. Several Columbia Basin soon will connect to the combined licensing solution that supports local business with a secure online portal. The new local partners are:

  • Moxee, August 12 – Moxee is home to hops farms and breweries that use the fragrant flower in beers. About 75% of all American hops are grown in the valley near Moxee.
  • Wilson Creek, August 19 – Wilson Creek is in Grant County, which grows more potatoes than any other county in the world.
  • Roslyn, August 26 – Roslyn is famous as the fictional site of Cicely, Alaska – the setting for the eclectic 1990s TV show “Northern Exposure.”
Soon BLS will welcome Royal City, part of Central Washington’s vital agricultural region, along with Rock Island, which is home to the first hydroelectric dam to span the Columbia River.
