September-October 2022 Update


Auburn joins dozens of Puget Sound BLS partners

BLS is welcoming the city of Auburn to its statewide licensing partnership. 

The state’s 16th largest city by population joins neighbor Federal Way and dozens of other Central Puget Sound communities in the popular service that streamlines local licensing for businesses. 


BLS already links licenses for more than 200 cities with vital state licensing programs, such as liquor licenses and minor work permits. Auburn is home to 80,000 residents and Boeing’s large airplane parts plant that employs thousands. 

Revenue’s integrated licensing administration system is free to municipal governments. Find the list of all local BLS partners on the City license endorsements page. The cities of Morton, Asotin, and Selah are joining this fall.

Fee updates and license changes due soon


Every year, BLS Partnership Services requests that agency and city partners review their processes for any changes for the upcoming year.

For municipal partners, BLS cannot make changes to fees or requirements without at least a 75-day advance notice per RCW 35.90.070. If your city or town plans changes effective in January 2023, you must submit a Partner Change Request form by October 14. All changes are subject to review and prioritization. The most common change requests are updates to:
  • Licensing requirements 
  • Fees
  • Web pages or forms
  • Laws and/or policies

More than 20 different types of reports are available in the Partner Portal. 

We have added resources to help you find what you need more easily. Check out the Help Manager in the Partner Portal main menu and then click Partner Report Guides. 

You will find tools to describe which data are available in each report, as well as a detailed legend of each report.

Login to ATLAS regularly to keep access

ATLAS is Washington State’s secure tax and licensing management system used by thousands of public employees. 

Registered users who do not regularly access the system will be locked out as a security precaution. 

If you have a need to access the system, remember to login via SecureAccess.wa.gov or My DOR  at least every 60 days to avoid being locked out of your ATLAS system access. It can take up to 10 business days for reauthorization.

System upgrades set to start October 15


All ATLAS, MyDOR and Partner Portal services will be offline from approximately 12:01 a.m. Saturday, October 15, 2022, through 8 p.m. Sunday, October 16, 2022. 

ATLAS servers will get operating system version upgrades. All Partner Portal users of will not be able to access the system during this time. 

License holders will also not be able to access MyDOR during this upgrade. Revenue will post notifications online on login pages. You do not need to notify your customers.
