BLS Partner spring 2024 update

2024 tax and licensing system upgrade

In preparation for Revenue's Core 21 system upgrade to the ATLAS system, BLS Partnership Services will not be processing any Partner Change Requests (PCR) that require system programming until January 2025 or after.

This does not include simple fee changes or system defects. Staff will gratefully accept PCRs and will prioritize deployment based on need. More information will be provided in July 2024 in preparation for implementation in 2025. For questions, please contact dorblspartner@dor.wa.gov.

Partner requests for ATLAS system changes are suspended till 2025 after a planned upgrade is complete.



Local fee changes approved with 10-day notice

Effective June 6, 2024, Senate Bill 5897 allows local government licensing partners to submit a Partner Change Request to dorblspartner@dor.wa.gov 10 days before making a licensing change so long as it only affects the amount.

Although origination fees can be effective 10 days after notification, renewal fees will be effective the following month as renewal notices are issued approximately one month prior to the expiration date.

Complex changes to licensing fees, such as a fee structure change from a flat fee to ranges based on gross income or employee count, still require a minimum 75-day notice. Advance notice of Partner Change Requests is recommended, as these requests are prioritized at an agency level.

Starting in June, BLS can expedite changes for city and county licensing fees. Previously, 75 days' notice was required by state law.



Chewelah and Odessa set to join BLS

The northeastern Washington city of Chewelah joins the combined licensing partnership this June.

Chewelah is about 45 miles northwest of Spokane. It will link to the same system used by regional communities such as Colville and Airway Heights. The city is home to about 2000 Stevens County residents with more than 200 local businesses. 

BLS is also pleased to announce that town of Odessa will add local licensing later this year. Odessa has about 1000 residents. It is 40 miles from Moses Lake and 95 miles from Spokane.
